Job Agreement: Full-Time Job for a Contract Position (working on a contract basis).

Job description;
· Investigate wastewater treatment facilities as a potential water source for the agriculture sector.
· Conduct fast assessment of the effectiveness of the existing irrigation system, according to data gathered by Azerbaijan Gov, and identifying key problems;
· Analyse the supply and distribution of water to arable lands, management of water demand and supply using water balance analysis on a district level area, assessing water saving potential by applying water-saving irrigation techniques and analyses irrigation water requirements of plants according to existing available data; present plan for application of innovative technologies in irrigation;
· Present measures to encourage water consumers that use water-saving irrigation techniques and technologies;
· Present the establishment of regulations to control over irrigation water management
· Prepare presentations and briefs on agricultural / irrigation topics for various audiences – including Azerbaijan state and local decision makers.

Education:
PhD. /Master’s degree or equivalent in agriculture, agronomy, or related field is required, with at least 10 years of relevant working experience in the governmental, public or private sector. 15 years of relevant professional experience may be accepted instead of a master’s degree.

Work Experience:
• 10-15 years of experience in agriculture or horticulture development programs, preferably in Azerbaijan.
• Advanced knowledge in agricultural engineering equipment and methods.
• Experience working in or providing capacity building services to the private sector is desired.
• A minimum of 10-15 years of progressive working experience in an international and project setting is required.
• At least 5 years of this experience must involve managing and/or formulating irrigation / agriculture master plans projects district to state level scale
• Demonstrated competence in the management of national/state/district agricultural-related projects.
• Candidates should have excellent written and oral communication skills both in English and in Azerbaijani, including the ability to present ideas in innovative and creative ways and ability to draft components of major reports, working papers, etc.

Languages:
-Fluency in written and spoken English, Russian and Azerbaijani is required.
